Changes in setup:

Place the Offer tile above the board. Randomly choose 4 Turbine Development tiles and place them on the Offer tile. Put remaining Turbine Development tiles back to the box.

Changes in gameplay:

Gaining Turbine Development tiles: During the game while performing the Industrialize action to build a Turbine, you can spend Achievement tokens to gain one of the Turbine Development tiles.
